That's how many people and businesses are licensed by the California Department of Consumer Affairs.

Unfortunately, there are thousands of unlicensed people doing business in California. People operating without a license threaten the health and safety of consumers, the livelihood of licensed professionals, and the economy of the State.

We protect both consumers and licensees by enforcing the laws and regulations of more than 40 boards, bureaus, programs and commissions. Through enforcement, sting operations, and reports from licensees and consumers, unlicensed operators are caught and punished.

Bad things happen if you work without a license:

In Fresno, two unlicensed contractors were arrested for allegedly attempting to extort a businessman. Both men were arrested and charged with elder abuse, extortion, unlicensed contracting, and conspiracy.

In the Bay area, a man was held in jail in lieu of almost $1.5 million bail after posing as a doctor who provided government-required tests and vaccines for people applying for permanent residency in the United States. He allegedly injected hundreds of patients with saline solution instead of vaccines and drew blood for HIV and syphilis tests that were never performed.

In San Jose, a man accused of performing illegal plastic surgeries that disfigured at least nine women pleaded guilty. He faced 21 counts of illegally practicing medicine, battery, mayhem, and distribution of narcotics and could have received 27 years in prison.

In Stockton, a man not qualified to perform home demolition died after the house collapsed on him.

We urge consumers to check the license of anyone they consider doing business with in the State. It will become harder to operate with out a license.
