Unlicensed Activity Program

The Unlicensed Activity Program is responsible for processing consumer complaints that are filed against unlicensed California businesses and professions that are regulated by the Department of Consumer Affairs.

Complaints can be filed three different ways:

  1. Verify that the business or practitioner is NOT licensed by visiting this link, "verify a license".
  2. Complete the online Unlicensed Activity Complaint form.
  3. Call 1 (877) STOPULA (786-7852) to request a complaint form to be sent to you.
  4. Complete the Unlicensed Activity Complaint form, print it, and mail it to the address listed on the top of the page along with any attachments.
